It’s an interesting effect, captured by using a slightly smaller aperture, and a longer shutter speed. Instead of keeping the camera steady, if one turns the camera, moving with the subject, he appears in focus, and the rest of the scene appears blurred.

Thank you for the comment Claire. Im a fan of Vespas in general, and when I saw that with the red flowers I thought that the driver must’ve parked there on purpose!
In terms of the padlocks, that photo was taken a few months back – actually, it seems that the authorities weren’t a massive fan, see here.
